Abstract
The state and using of human capital in the Republic of Belarus are analyzed in the article. The author carries out inventarization and value estimation of human capital in the sphere of science, education and public health. Analysis of interaction between natural and value indexes shows the persistence of human capital economic turnover in the sphere of science and education. Alongside it reveals negative dynamics of human capital natural turnover in the sphere of public health due to reduction in life expectancy at birth of population in Belarus. The measures to improve human capital using on its transition to innovative turnover are proposed.
