Abstract
The historical retrospective reveals the social conditionality of mortgage risks, the implementation of which in the late 2000s became the "trigger" of the global financial crisis. Conclusions are made about the possibility of mortgage lending to act as a tool for managing the behavior of the population, using the understanding of risk as a process for developing tools for social risk management
