В исторической ретроспективе раскрыта социальная обусловленность ипотечных рисков, реализация которых в конце 2000-х стала "спусковым крючком" мирового финансового кризиса. Сделаны выводы о возможности ипотечного кредитования выступать в качестве инструмента управления поведением населения, использования понимания риска как процесса для разработки инструментов социального управления риском
